The Vice-Chairman of Rajya Sabha, i.e., the Vice-President of India, gave an oral order to constitute a Committee of Experts of the Parliamentary Secretariat under the Chairmanship of Shri Deepak Goel, senior officer of Rajya Sabha secretariat. Deepak Goel Committee summoned Shri Vishwas alias Bharat Gandhi to Parliament House Annexes on 23rd November 2011 and asked for answers to almost all the questions relating to votarship Right. Shri Vishwatma gave oral answers to all the questions and submitted a written reply in English and Hindi of about 121 questions.

On 2nd December, 2010, the Deepak Goyal Committee recommended to the Vice-President that the proposal for Votarship Right is neither inadequate nor impossible. The doubts that are being raised against this proposal are also baseless. Therefore, the Committee recommends accepting the petition of Sh. Vishwatma Alias Bharat Gandhi and others seeking to give the Votership Right to voters. The Vice President of India Hamid Ansari again suppressed the file for 20 days and gave a written order on the file on 22nd December 2011 to consider the proposal by the Lok Sabha.
